Course Details:

This IOSH-approved “PFI/PPP Health and Safety Management” course is for those involved in Private Finance Initiative or Public Private Partnership contracts where the private sector designs, builds, finances and operates (DBFO) an infrastructure project.  It provides strategic solutions for sustained business advantage through good safety and health practice.

 

Funds, investors and third-party asset management organisations already benefit from effective workable solutions, which creates well managed organisational structure, health and safety priorities and enhances reputation, productivity and results.  

 

The health and safety training covers the reasons for health and safety, highlights the complexities of establishing roles and responsibilities given the extent of their control, identifies good practice, and encourages its integration into business management systems and procedures.

 

The aim of this course is to provide an understanding of the specifics of effective and balanced health and safety management within a PFI/PPP environment.

 

Who Is This Course For?

This health and safety training course is designed for those who have management roles in the PFI/PPP sector, including Investors, SPC/SPV Managers and Directors, service providers, and occupiers/users.

 

It assists duty holders to comply with training requirements within the Health and Safety at Work etc Act 1974, Management of Health and Safety at Work Regulations 1999 and other associated regulations.

The health and safety training consists of nine modules, each with its own learning objectives.  On successful completion of the course, delegates will be able to:

 

MODULE 1: WHY MANAGE HEALTH AND SAFETY?

1.1 Describe the reasons for health and safety

1.2 Outline how incidents, accidents and ill health occur

1.3 Summarise the consequences of failing to manage health and safety effectively

 

MODULE 2: UNDERSTANDING HEALTH AND SAFETY RESPONSIBILITIES

2.1 State their safety and health responsibilities

2.2 Outline how health and safety is influenced by PFI/PPP contracts

 

MODULE 3: SUCCESSFUL HEALTH AND SAFETY MANAGEMENT

3.1 Explain the role of a successful safety and health management system

3.2 Outline the key elements of the plan, do, check, act management system

3.3 Summarise the importance of adequately resourcing a safety and health management system

 

MODULE 4: RISK MANAGEMENT

4.1 Describe the role of risk management, including risk assessment and management of risks

4.2 Be aware of the key steps in undertaking risk assessment and identifying suitable control measures

4.3 List key hazards and risks in the PFI/PPP Sector

 

MODULE 5: PEOPLE IN THE PFI/PPP SECTOR

5.1 Outline the importance of effective communication, cooperation, coordination and consultation between stakeholders

5.2 Describe the role of competency and capability in health and safety

5.3 List the main behavioural factors influencing safety and health

 

MODULE 6: MONITORING HEALTH AND SAFETY PERFORMANCE

6.1 State why and how they should monitor safety and health performance

6.2 Outline the role of proactive and reactive monitoring, and the use of benchmarking

6.3 Summarise the importance of setting key performance indicators (KPIs) and targets used in conjunction with monitoring.

 

MODULE 7: CONTINUOUS IMPROVEMENT

7.1 Outline the role of reviewing health and safety and its importance in securing continuous improvement

7.2 Summarise the mechanisms to bring about continuous improvement

7.3 Outline the consequences of failing to maintain alignment of contractual and statutory obligations

8.1 State where to go for more information, assistance and advice

 

MODULE 9: NEXT STEPS AND ACTION PLANNING

Course Information:

This is an interactive two-day course, which uses practical examples, exercises and interactive sessions.  It encourages delegates to be reflective about their current practice, and identify the next steps they need to take to improve their own organisation’s health and safety management.

 

The entry requirements of IOSH require the course to be delivered in full.  However, for in-house delivery for example, documents, procedures and policies can be incorporated into the content.  Timings for both days can be adjusted to suit particular requirements.

 

There is an 18-question multi-format assessment paper at the end of the course, and a short practical assessment to complete.  An IOSH certificate will be issued to successful delegates. Training best practice is for the learning to be refreshed every three years or as required by your organisation or professional body.

 

Further training might involve training from The Institute of Directors (IoD), coaching, bespoke training, and health and safety qualifications including the NEBOSH Certificate or Diploma.
